"Constitution of Mulabagilu Taluku Naagarikara Vedike"

This document outlines the fundamental guidelines and principles of the Mulabagilu Taluku Naagarikara Vedike (Citizens' Forum of Mulabagilu Taluk), established to promote civic responsibility, uphold constitutional values, and foster national integrity within our community.

Preamble:

We, the citizens of Mulabagilu Taluk, recognizing the inherent dignity and equality of all individuals as enshrined in the Constitution of India, and committed to fostering a spirit of unity, brotherhood, and civic engagement, hereby establish this Naagarikara Vedike. Our aim is to actively participate in strengthening our democratic fabric, promoting the fundamental rights and duties of every citizen, and ensuring accountable governance that upholds the principles of justice, liberty, equality, and fraternity. We pledge to be vigilant guardians of our constitutional values and to work collaboratively towards a progressive and harmonious society.

Core Guidelines:

  1. Upholding Fundamental Rights: The Vedike shall actively promote and protect the fundamental rights guaranteed to every citizen of India as enshrined in Part III of the Constitution. These include, but are not limited to:

    • Right to Equality: Ensuring that all citizens are treated equally before the law and that there is no discrimination on grounds of religion, race, caste, sex, or place of birth.

    • Right to Freedom: Safeguarding the freedoms of speech and expression, assembly, association, movement, residence, and profession, within the reasonable restrictions imposed by law.

    • Right against Exploitation: Working towards the elimination of all forms of forced labor, child labor, and human trafficking.

    • Right to Freedom of Religion: Respecting the right of every citizen to practice, profess, and propagate their religion freely.

    • Cultural and Educational Rights: Promoting and protecting the distinct language, script, and culture of all sections of citizens and ensuring access to education for all.

    • Right to Constitutional Remedies: Empowering citizens to seek redressal through appropriate legal channels in case of any violation of their fundamental rights.

  2. Embracing Fundamental Duties: The Vedike shall actively promote awareness and adherence to the fundamental duties of every citizen of India as outlined in Article 51A of the Constitution. These include:

    • To abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem.

    • To cherish and follow the noble ideals which inspired our national struggle for freedom.

    • To uphold and protect the sovereignty, unity and integrity of India.

    • To defend the country and render national service when called upon to do so.

    • To promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to renounce practices derogatory to the dignity of women.

    • To value and preserve the rich heritage of our composite culture.

    • To protect and improve the natural environment including forests, lakes, rivers and wild life, and to have compassion for living creatures.

    • To develop the scientific temper, humanism and the spirit of inquiry and reform.

    • To safeguard public property and to abjure violence.

    • To strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.

    • Who is a parent or guardian to provide opportunities for education to his child or, as the case may be, ward between the age of six and fourteen years.

  3. Responsibility of Public Servants in National Observances: The Vedike emphasizes the crucial role of public servants in upholding national integrity, particularly during national festivals, patriotic days, and the commemoration of national leaders. Public servants are expected to:

    • Actively participate in the organization and execution of these events with utmost dedication and respect.

    • Ensure that these occasions are conducted in a manner that fosters a sense of national pride, unity, and inclusivity among all citizens.

    • Utilize these platforms to educate citizens about the significance of these days and the contributions of national heroes.

    • Maintain the sanctity and dignity of national symbols and observances.

    • Lead by example in demonstrating patriotism and respect for national values.

    • Promote understanding and harmony among diverse communities during these events.

  4. Standing Against Misconduct and Protecting the Constitution: The Constitution of Mulabagilu Taluku Naagarikara Vedike firmly asserts its commitment to stand tall against any misconduct in the performance of fundamental duties by public servants, the administration, and the overall system within the framework of the Constitution of India. The Vedike will:

    • Act as a vigilant observer of governance and administrative practices within Mulabagilu Taluk.

    • Raise its voice against any instances of negligence, corruption, abuse of power, or dereliction of duty by public servants.

    • Utilize appropriate legal and democratic means to address grievances and demand accountability.

    • Work towards ensuring that the principles of transparency, integrity, and efficiency are upheld in all aspects of public service.

    • Serve as a slipper protecting the constitution of India... This is a unique and evocative metaphor, suggesting a grounded and perhaps unexpected form of protection, much like a slipper provides a basic but essential layer of defense for the foot.

  5. Flexibility and Inclusivity: Recognizing the diverse needs and perspectives of all citizens, the Vedike will strive to be a flexible and inclusive platform. It will:

    • Be accessible to all residents of Mulabagilu Taluk, irrespective of their background or beliefs.

    • Actively seek and consider the views and concerns of all sections of society.

    • Adapt its strategies and approaches to effectively address evolving challenges in understanding and upholding fundamental duties and responsibilities.

    • Work towards eradicating any obstruction that hinders citizens from comprehending the true values of our fundamental duties and their significance in nation-building.

ವೃತ್ತಿಪರರು, ನ್ಯಾಯಾಂಗ ಸದಸ್ಯರು ಮತ್ತು ಸಶಸ್ತ್ರ ಪಡೆಗಳ ಸಿಬ್ಬಂದಿ ಸೇರಿದಂತೆ ಕಾಳಜಿಯುಳ್ಳ ನಾಗರಿಕರ ಗುಂಪು ಭಾರತವನ್ನು "ವಿಶ್ವದ ಶ್ರೇಷ್ಠ ಪ್ರಜಾಪ್ರಭುತ್ವ" ವಾಗಿ ಹೊರಹೊಮ್ಮುತ್ತಿದೆ ಎಂದು ನಂಬುತ್ತದೆ. ಅವರು ಭಾರತದ ಸಂಸ್ಥೆಗಳನ್ನು ಮತ್ತು ಉನ್ನತ ಕಚೇರಿಗಳನ್ನು ಕೆಟ್ಟದಾಗಿ ಪರಿಗಣಿಸಲಾದ ಸಾರ್ವಜನಿಕ ಹೇಳಿಕೆಗಳ ವಿರುದ್ಧ ರಕ್ಷಿಸುತ್ತಾರೆ.

ಸೂರ್ಯನು ಮೊದಲು ಇಣುಕಿ ನೋಡುವ ಮುಂಜಾನೆಯ ಶಾಂತತೆಯಲ್ಲಿ, ಹೃದಯವು ತಾನು ಹುಡುಕುವ ಭೂಮಿಯ ಬಗ್ಗೆ ಪ್ರೀತಿಯಿಂದ ಮಿಡಿಯುತ್ತದೆ. ಒಬ್ಬ ದೇಶಭಕ್ತನು ಎತ್ತರವಾಗಿ, ಭುಜಗಳನ್ನು ಚೌಕಾಕಾರವಾಗಿ, ಕರ್ತವ್ಯ ಪ್ರಜ್ಞೆಯೊಂದಿಗೆ, ಅಚಲವಾಗಿ ಮತ್ತು ಘೋಷಿಸುತ್ತಾ ನಿಂತಿದ್ದಾನೆ.

Gram Swaraj (Village Self-Governance):

Mahatma Gandhi advocated Panchayat Raj, a decentralized form of government where each village is responsible for its own affairs. He envisioned Gram Swaraj as the cornerstone of India’s political system. This concept emphasized local self-governance, empowering villagers to make decisions that directly impact their lives.

Rebuilding India from the Grassroots:

After returning from South Africa, Gandhiji developed his ideas on villages based on direct experiences.
